Six Town of Seabrook DPW workers arrested in theft of towm money

SEABROOK - Five municipal employees are facing charges in connection to an investigation involving the misuse of public funds.

On March 20, 2024, the Seabrook Police Department requested assistance from the New Hampshire State Police regarding a theft investigation involving several Town of Seabrook Department of Public Works employees, according to a Dept. of Safety statement released on Friday. The alleged thefts were discovered during a routine audit of purchases made by the employees.

At around 7 a.m. on Friday State Troopers assigned to the Troop A barracks arrived at the Seabrook DPW facility and arrested Casey Carter, 42, Shauna Carter, 40, and Ralph Welch, 52, all of Seabrook, on felony charges of theft by deception and fraudulent use of a credit card.

Forrest Carter, 62, also of Seabrook, and Herbert Randall, 66, of Effingham, were both arrested on misdemeanor charges of theft by deception and fraudulent use of a credit card.

All of those arrested were released on bail and are scheduled to appear in Hampton District Court on Nov 14 at 8 a.m. Immediately following the arrests, State Troopers also executed two search warrants which resulted in the recovery of items related to the investigation.
