Police: Pair nabbed in tire dumping were selling rims

ROCHESTER - The two city men arrested on charges of dumping tires along Rochester roads were acting on their own and not a part of some larger illegal dumping operation, police said this week.

Todd Saylor, 28, of 24a Lafayette St., and Justin Nadeau, 25, of 24b Lafayette St., were arrested last month on littering charges, a misdemeanor, in connection with the case.

The two men were allegedly cutting off the rubber, then selling the rims as scrap, said Rochester Police Capt. Paul Toussaint.

Areas of the city the pair dumped the leftover rubber included Chesley Hill Road and near the Baxter State Park boat launch.

Getting rid of the tires lawfully would have required a fee, Toussaint said.

Saylor and Nadeau used a Sawzall, or reciprocating-type hand saw, to cut away the rubber, he said, adding there were about 50 tires found littered by the duo.

Toussaint said police received a tip that led them to investigate and make the arrests.

He said there was no evidence the pair were dumping tires in any town except Rochester.

Littering is a class B Misdemeanor punishable by a fine of up to $1,200 plus probation.
